One might hark back to the good ole days of the Nuremburg Trials. As I
recall (and I admit I am fuzzy on this) (actually I am fuzzy on a lot of
things, my internal organization these days looks like the top of TeleBob's
head.) (Good morning, Bob.) I digress.
There was, I believe, a distinction made between Regular (German) Army and
the Gestapo. In this case, Al Queda represents the Gestapo.
As most of the Al Queda are NOT Afghans, but foreign mercenaries...Saudis,
Chechens, Chinese, etc. they remain our problem unless their "native" homes
are willing to try them. Most of the Taliban are either Afghans or recent
Pak immigrants. Conceivably some of these could be taken back to Afghanistan
for trials.

So, you say this guy in a black turban shot your cousin?
Yes, he was standing right next to three guys with black turbans. Hadda be
him.

It is going to be an interesting dilemma.
