I have this idea...

Indeed let's drop blankets and tents and food  to Afghanis...but the 
blankets all have to be printed to look like American flags.

The cans of food all have URL's that  tell the Afghanis where they can 
e-write to tell us where Bin Laden is located.

Nice red white and blue jalabas and burnooses. "I LOVE AMERICA."

And as Jim mentioned...then the side with the most guns can run out and 
harvest the parachute crop....shooting their rivals in the process.
