PCBs and Benzene are known carcinogens.  Both
chemicals were used in manufacturing, building
materials, processing, etc. in great quantities for a
long time. It is out there.  Serious stuff.  Import
all of your drinking water.  If water is contaminated
with either of these chemicals, NYC is in trouble.

Not trying to be alarmist, but the evidence on these
is quite clear.
