Compiling in cygwin64?

Hello folks,

Hope all is well.

I'm attempting to compile in cygwin64, and have run into issues with
wpcap.  I know it's outside of the scope a bit, but am hoping that
others have had success and can advise on how they were able to
compile wpcap in cygwin64.  I did see and following this guide without
