argus[-clients]-3.0.8 release

Gentle people,
So I’m working hard to get argus-3.0.8 out the door.
Outstanding issues are:
  1) SASL issues with radium (clients)
  2) Windows cygwin port

Each of these are coming along, but it will delay the release.
I’ll be uploading argus-3.0.7.31 today, which should have some progress
on the SASL issues, and later this weekend, I’ll upload argus-3.0.7.7,
which should have fundamental fixes for Windows/Cygwin.  These will
not be final, mostly test distributions.
