If you set the variable below yes in a rarc file for your client
RA_RELIABLE_CONNECT=yes
The clients will retry until the argus shows up.
This should eliminate rasqlinsert() from exiting, if its
because argus isn’t there.
rasqlinsert -F rasqlinsert.rarc -S localhost …...
