This assignment has been listed in the registry since at least 1999. (Older versions of the registry aren't currently available.) It was initially registered in accordance with RFC 1883, which was subsequently obsoleted by RFC 2460. I don't have any technical information, I'm afraid. If RFC 2460 doesn't cover what you're looking for, you might try contacting the authors of RFC 5237, which is the current reference for the registry itself.
