Updated rapolicy(1)

This fixes a few bugs including one that prevented the correct mapping of a
service name to a value. It also is much more graceful about not compiling
with .debug being defined. 
One major change is that the ACL file is specified in the configuration file
rather than having the contents of the actual ACL in the configuration file
I have included a man page which should make some of this clear.
