daylight savings time and rasplit / rastream / rasqlinsert

Gentle people,
Just as a reminder, rasplit(), rastream(), and rasqlinsert(), which can write argus
data into date oriented files and tables, is sensitive to Daylight Savings time, and
so for many in the United States, your 2am-3am file for Nov 4, 2012, will have
2 hours worth of data in it.

The timestamps are UTC timestamps which are not impacted by Daylight Savings
issues, so we can still sort, filter etc..., but when you write data out to time oriented
files and tables, the filenames use localtime(), so there will be this time collision.
