argus-clients-3.0.6 rasqlinsert bug fixed

Gentle people,
We found a bug in rasqlinsert.1, that I have fixed in the release, so if
you've been testing rasqlinsert and have been having problems, grab the
current argus-clients-latest.tar.gz to see if it clears it up.  This has been
tested pretty well, so we're going to include the mods in the release,
which should happen today.
