Minor Bug in XML output

Hey Phillip,
I don't use some of the features myself, and so reporting these types of bugs is
the best way for me to know what needs to be fixed.

I have fixed the field separator, double quotes and the XML close declaration support
for all clients in argus-clients-3.0.3.3, which I'll put up today.

The XML support is not complete, so if you run into something that doesn't look right,
please do send in email, so I can fix it.
