argus-clients-3.0.3.2 on the development server

Gentle people,
New clients that implement the argus-udp transport scheme.
radium can write to the udp channel, all ra* programs can read from
the channel.  Many man pages and usage() statements are updated.

issues:  

   can't seem to get writing and reading udp based records to
   the IPv6 localhost address on Mac OS X.

   currently writing one record per packet, so next I'll buffer the output
   and flush based on some timer.
