ARGUS_DATA_DSR len is zero error

Hy Carter,
The file is created by Argus -> rasplit -> file. There is no error if I
write the output to a file, but the error appears if I read the file
with ra. Ra is able to read the original file without the error message.
The compressed file is about 1.8M. Let me know if you still interested
to debug it.
