rasplit Starts On Wrong Day

Hey Rodney,
I've refreshed beta.7 with fixes for rasplit() not recognizing  
gmtoffset correctly.
Good thing, as I found a few bugs when I tried to split on ridiculous  
values, like 0.25s.
Lots of changes, so you should just grab the new clients, and give  
them a test.
