Bug in -N matching

The matching is slightly buggy (-N x-y).

ra -r file.argus -s seq -N 2216-2217
        2217
ra -r file.argus -s seq -N 2217-2218
        2218
ra -r file.argus -s seq -N 2218-2219
ra -r file.argus -s seq -N 2219-2220
        2219
ra -r file.argus -s seq -N 2220-2221
        2220

As you can see we start out matching just the last number, then no matches,
followed by matching just the first number.
