[Bug] Argus -N option

Argus doesn't stop captureing when specifying the number of packets to
capture.

argus -i dag0:0 -N 10 -w testfile
  ArgusWarning: argus[25651]: 06 Jun 08 11:09:34.916754 started
-After 10 seconds later I kill the process (we should have 10 packets in
less than a second)

racount -r testfile
racount   records     total_pkts     src_pkts       dst_pkts
total_bytes        src_bytes          dst_bytes
    sum   26207       233605         185034         48571
152784630          113831593          38953037

I have tested this and got the same results using much larger packets counts
(500,000).
