Compile Argus in cygwin

Hey Ellis,
Forgot that cygwin doesn't support getaddrinfo(), which is how we
get our IPv6 support for listening and binding to IPv6 addresses.
I'm fixing it now and should have the "rc.69" code up sometime today.
