Argus 2.0.6 Compile problem on CentOS 5

Hey Glenn,
So, not doing anything with 2.x now, as 3.0.0 is consuming all the time.
Just remove the 'static' keyword in gencode.c and it should work fine.
There is only one ArgusNetMask, so it doesn't really benefit from being
static or not.
