Compile Argus in cygwin

The init_console_handler() is an error in an internal cygwin function,
that happens before control is given to the program, so its a head
scratcher to get that message. But he message could be bogus
or somehow we're corrupting the stack or something.
I'll go back and work on an XP machine to see if I can generate
the problem here. On your side, be sure you have installed
it properly, ("make install"), and that you have a valid
/etc/argus.conf file. That may make all the difference.
