error on rc.37

Hey Peter,
Sorry for the delayed response.

There are a lot of these "here's an error, better stop" situations.
We're complaining here because we're trying to insert a record
into a queue, and the record appears to already be in the queue.
If we're really in the queue, we should be able to ignore the
condition, but its a condition that isn't suppose to happen.

If you have the core file around, it would be nice to see where we
were when we called ArgusAddToQueue().  Maybe in a fragment
processing routine?
