New TZ Rules for Daylight Savings Time

Gentle people,
Matthew raised an interesting issue. When systems change their rules
for
daylight savings time, our conversion for historical data could be
messed up.
Will my system now think to put in a daylight savings adjustment when I
lookup data 3 years ago. I'll do some investigations, but if anyone
has any
additional information on say Linux support for changing DST rules, give
a holler.
Just as a followup, if anyone is having an issue with their daylight
savings time
rules, here are the affected time zones and their new definitions.
These rules
were defined in 2005, and so most should not have any problems, but
just in
