new small memory argus and clients

Gentle people,
I have all the functionality back into the small memory argus, except
for jitter, as that function is a memory hog.  I'll have jitter back  
in hopefully
by tomorrow.  I've uploaded the rc.3 version of the smallmemory argus,
along with a new clients rc.49 which fixes its memory problems with
.threads.  Please have a go with these packages, I believe that they
will do much better for you.
