Argus memory issues

	The LAYER_3_MATRIX does seem to keep memory down:

ps auxwwww | grep argus

half an hour in and still at 60K :-).

	OK, I set ARGUS_IPTIMEOUT to 0 and recompiled (without threads)
removed LAYER_3_MATRIX again and started it up and we will see how it does:

climbing a fair bit faster than before but if it levels off in a while that
would be OK (or at least better :-)).
