argus-clients-3.0.0.rc.8 separate 'make install-doc'

Carter,

Yeah, the man pages are part of the standard package. It's just the
extra documentation that is treated separately (at lest on RedHat-ish
linux distributions, that is). As long as you're OK with it this way,
everything's cool :)
