starttime differences between Argus2 and Argus3

  Hello,

i am running argus-3.0.0.rc.14 together with argus 2.0.6 on the same
interface. Comparing the output of ragator/racluster gives nearly
identical lines. 

On some tcp connections (perhaps 10%) the start time
differs by 3 seconds. All differences are 3 seconds like:
