[ARGUS] pcap.h problem on FreeBSD 4.9-RELEASE

Greetings,

We downgraded from 5.1-RELEASE to 4.9-RELEASE and see this.

OS version is below

FreeBSD server 4.9-RELEASE FreeBSD 4.9-RELEASE #0: Mon Oct 27 17:51:09 GMT 2003

This is with argus-2.0.6
