[ARGUS] Reason for (not quite) duplication between argus and argus-clients?

One of the things that has me tearing my hair out debugging my argus/ra 
installs is the large number of files that exist both in the argus and 
argus-client source trees, but which differ in small ways, in their 
contents, how they are compiled, and how they are linked.

Why? (I know why I'm tearing my hair out, I'm asking why are they 
different ;) )
