[ARGUS] pcap.h problem on FreeBSD 4.9-RELEASE

Hey Eric,
You need to either install libpcap, or put a distribution
of libpcap where you are building your argus. The INSTALL
description goes over that pretty well.

This is with argus-2.0.6
