argus-2.0.2 redux

As expected NetBSD (when I could get to the console to boot it this
morning) also compiles and runs plausably with the latest patch from
/dev/argus-2.0.2.tar.gz. Assuming the patch doesn't break Linux or Solaris
(neither of which I've tested) we should have a release candidate that works
correctly on the various architectures.
While I'm here: those of you running OpenBSD also need a patch to the
bpf code if you are stopping and starting argus (if you aren't it probably
doesn't matter). I expect the same is true of netbsd but I haven't gotten as
far as checking yet. A patch is available in an OpenBSD PR (and in a FreeBSD
pr for FreeBSD) but it hasn't yet been included in the release. A search in
the pr database on bpf should find the PRs.
