Another 1.8 insect ...

Hey Peter,
   Back from vacation and I see that there
are still bugs ;o) Here is a new version of fullra.c
that has been updated for the full set of 1.8 changes.
It is substantially different, to make things a bit
cleaner, and more consistent, and so you should
simply replace the source file.

   Because of these changes, we should open it up
to comments/suggestions/etc as to how we can improve
it.  I'm sure that Rich V. wouldn't mind at all.
