Use of SourceForge for Argus development

I don't know how they do their file distribution (whether it's kept on
some sort of a node on sourceforge, or just a cunning DNS trick) but
it's outstandingly slow to access files from Europe (NL)..

Indeed, the entire site is rather useless much of the day due to its
responsiveness (or lack thereof).
