New Argus-1.8 (frozen)

Gentle people,
   Here is the latest, hopefully last ;o) argus-1.8 code distribution.
It has the most recent modifications submitted to handle bsdi and some
signal
handling nits in ra().  Please give this a try.

There should only be one more distribution mailed out before we release
it.  This last modification should have Kevin's configure.in work, and
final documentation updates.  So, today, there are no anticipated code
modifications.  Hopefully this means its really frozen.
Please keep this version close, as it is not an "official" release,
but don't worry about passing it around for testing purposes.
